Riot is WAY too conservative when it comes to balancing Shen

Why is it that whenever this champ is even SLIGHTLY strong, he gets nerfed into oblivion? He has one thing that's supposed to be good (his ult), and you have plenty of ways to f*ck him over while he's channeling it. All you have to do is cc him, and he's unable to teleport with his ult and the ability goes on full cooldown (or if your cc is down you can just kill him). If all else fails just teleport alongside him. And his taunt is super easy to dodge if you have any kind of mobility (dash, ms boost, etc), and it's not like mobility is hard to come by in this game.
