What's the sense in giving a team who already has been able to get 5 dragons a even larger buff

I just don't see the point in giving a team who has been able to get 5 dragons in a game a even larger buff at the 5th one

it just deletes any chance of counter by the team who is already behind so much

Because that requires them to perfectly get 5 dragons, and keeps dragon as a useful lategame objective instead of utterly useless (well we got 4 drags, who cares if we get another it doesn't help us at all). And since Riot specifically made the Dragon to be a stacking objective for focusing on the lategame I'd say it was fine.

To finish the game... without a sense of urgency to kill dragons (which don't award gold) it would just sit there.

{quoted} it just deletes any chance of counter by the team who is already behind so much

That's kind of the whole idea.... Working as intended.
