So how exactly does the new badge system work?

From reading the patch notes it appears that game count towards which badge you receive starts from patch 6.12 instead of from on release on patch 6.13. Was this done to make sure people deserve the badge they deserve instead of one that players want seen? What about players who didn't play in patch 6.12? Is a badge permanent or can a shift in playstyle change the badge?
