Yes you can! Unfortunately, the Garen offer is no longer available, and is now simply in the store.

Edit: People often have a problem obtaining the Unchained Alistar. If it doesn't give it to you, submit a Support Ticket and ask them to manually add it. It will probably take a couple days because that's low priority, but they'll get it to you.
