there are fighters and tanks who rely on short windowed % damage reduction steroids. Garen Irelia Warwick Alistar on top of my head.

these abilities are **supposed ** to protect them for short durations, and serve as an outplay tool against their opponents. converting 20% of the adc damage to true damage (and theyre going to run 100% crit builds), will partially invalidate these abilities and make them deal a ton of damage through these defensive steroids, when they shouldnt for a couple seconds.

same reason im not a big fan of the current conqueror either. it could have been done better imo.

there were some suggestions to replace the true damage passive on item 3031 either with a stacking armor prenetration buff (something like 3% per stack up to 24%) for every crit (counterplayed by forcing the adc to switch target, similar to how PTA works), or by a large attack speed buff that is activated and refreshed upon scoring a critical strike.

the double crit passive can stay imo. its not even that bad.

i think these options are a lot more promising. they fulfull the same purpose of turning marksmen burst into ramping up dps, while they could maybe even add some counterplay to their auto attacks (the armor pen suggestion).
