Riot should focus more on screening the players for having a tendency to be afk and leave game

In the lower elos people have a tendency to afk or leave game for being killed once or twice. Riot instead of focusing on the champs and masteries can you please focus on these issues?

Its really making it hard from people to get out of bronze,silver, gold when you have games which you play 4v5. I had at least 10 games like this in the past couple of days. You implemented the demoting feature it would be nice if you implement loss prevented or some kind of other screening process. This is also causing a lot of players being toxic and unsportmanship is at a great level. I, myself and many more players are being toxic for this reason.

I believe I'm speaking in behalf of every single low elo player that had to deal with this issues. If people have bad latency or crappy net they should not be allowed to play ranked.
