Fiora Q cooldown refund

Why not make it only give the 60% cooldown refund if she hits an enemy champion vital only. Because right now, she can use low mana cost Q only any enemy target she feels like and instantly shave off 60% cooldown on the ability, and also it is the ability most players will max first.

So her Q cooldown refund should only be triggered if she hits an enemy champion vital only. It gives a higher skill to play her and also rewards players for using Q properly.
