Is ranked always full of smurfs and boosters?

I started playing ranked again haven't in like a year and it's always a assrapage. One game we had a booster. silver V last year. 25-5 so far this year in silver I and carried the game. had god like CS.

I miss playing normal although the people in ranked are a lot less shitty.
