Silver Player getting out of Silver

I am really trying to climb rank, I get to 98lp and then lose it all back down to 0. It has happened like 4 times in the past week.

Usually my performance is OK or above team performance but if I get paired with someone who feeds and goes 0/10/0 within the first 10 minutes I am pretty screwed. It happens to me every other game.

Should I quit playing Garen top and switch to something that can carry harder? Is this just the way it is? The ranking system/community in game (not forums) is pretty horrible and people throwing or feeding is causing me to lose game and I think it is pretty unfair.

Should I be playing at a platinum+ level just to escape silver? I don't think so. But if you threw me in some gold games or higher I bet i could carry my own weight.
