Win Rates

I have always hated the idea that champion QQ threads are always accompanied with win rates. But I must know, If a champion was played for a while before people realized they are strong and then are permabanned in ranked, would their winrate stay the same? I mean obviously it would change a little because they aren't always banned but still. Thoughts?
