Surrendering at 20 is stupid

I don't like to surrender. I've done it though. Some games are so entirely hopeless that by 20 minutes the enemy is in your base and for some reason your ADC is in the jungle, your support is split pushing and your jungler is rushing headfirst into 4 on 1. That's pretty rare. I've found that with 2 good players or 3 mostly good players nearly any game has the chance to be turned around (sometimes the matchup is just too hard to overcome). But by 20 minutes that doesn't show because most people are still at the level 10-12 range.

But pretty often I see people jump to surrender at 20 just because the game isn't going well enough for them and they don't think they can recover and simply don't want to try. Well, not trying means less experience (real life experience, not game experience) and lower quality players. I think it would be a great idea to add in a penalty for surrender. Make it more than a loss, made it a forfeit. Unless it's a unanimous decision to surrender (which excludes disconnected players from voting) then anybody that voted "yes" on a surrender should forfeit their mastery points and receive half IP.

This would discourage people from surrendering. It would mean that if they want to level up mastery on a champ they need to finish the level, even if it means losing. Make the games interesting, not just a guess of who wins from the start and the losing team surrenders at 20.
