These are the QoL changes I'd make to Vlad before any conventional number buffs.

Biggest help with Vladimir would be addressing the delay on:

  • Q (both cast delay and healing particle)

  • W (Entry feels much longer, exit prevents him from functioning in combination with his Q delays. 1.5-2 seconds from the point where you're vulnerable again to when you get the heal from your Q. Way too counter-intuitive.)

  • E (You're already self-slowed and have to change for a full second. It doesn't need a delay anymore) While we're at it, let's remove the self-slow and enemy slow. Its wasted power-budget since Rylai's is core on him.

  • R (Its duration is a full second less, and you can't get 2 rotations into it anymore, not to mention its much weaker. It doesn't need the self-silence anymore)

There are a lot of other counter-intuitive aspects of his kit, but these are the most common, as they occur at nearly every instance of each spell.

After these changes I'd start looking at conventional number buffs.

TL;DR: Vlad has delays that stem from his pre-rework kit's archaic design. With the counter-play added to each new ability, these delays are no longer required to keep him a fair champion, and only serve to artificially weaken him in a way that feels terrible to the player. Removing them would allow Vlad player to feel much better without pushing what he does too far out of line (in other words, not making him over-bearing).
