only reason jayce is "strong" is because his tear build path is no longer required

and tear is an awful build path on anyone beside ezreal (hell even with ez takes a while to come online.). why don't you nerf his early kit and buff manamune stacking?. manamune stacks half as fast as seraphs. or at least give it more mana refund like seraphs. manamune is somewhat lacking outside of its passive.
