I think he's talking about the straight tank ekko doing more damage than anyone else when he doesn't have a single damage item apart from maybe Frozen Gauntlet or Sunfirecape.

he does has three offensive oriented defensive items. bruiser ones. but admittedly, he does plenty of dmg. i think his passive is most likely the issue in all of this.
I don't know who you are talking about, going with the rest of the guys, if you mean the tank ekko. sunfire and thornmail is pretty good in damage. also more death probably means less deaths, less deaths means more chances to do damage
Their end game stats are largely the same, but we need greater context of the match. Specifically, we need to see what those two Ekkos were doing throughout. The AP Ekko might not have been involved in as many fights as the other Ekko, or the other Ekko, because he was a tank, was able to last longer in fights and therefore dish out more damage over a longer period of time, or at the very least back out for a few seconds before jumping back in. That and he has a Thornmail and Sunfire cape, meaning he's just spreading the pain around just by being near the enemy, so that's also contributing to his damage.
By the way, the Tank Ekko lost, despite the marginally more damage he dealt.
I would argue that it's relatively good balance that two very different builds equaled the same ultimate outcome. One Ekko deals more damage and focuses on what the assassin does best (get in, kill, get out). The other Ekko doesn't do as much damage, requiring him to stay longer in fights, but has the durability to allow this and the general nuisance that Ekkos are prevent him from being any less of a menace than the pure damage one, and the enemy is built in a way to incentivize him to do this. Namely they are glass cannons whom the assassin, no matter the build, naturally prey on.
You want that. You don't want an assassin whose kit is overloaded in a way that they don't need damage items to instakill anyone in the game without warning or counterplay. That's why the four assassins (Talon, Rengar, Leblanc and Katarina) are being reworked. You want assassins, when they specialize, to be good at taking down high priority fragile targets like the ADC and other assassins, but at the same time bring them down to roughly brawler territory if they decide to tank up.
he doesn't have boots. its possible to soak that much damage with sunfire and thornmail and just constant ability spamming. you can do that on a lot of tanks the thing is your doing a lot of damage over time but most of the time it doesn't convert to much of anything.
