Targeted attacks drawing aggro

So the recent change to targeted spells drawing aggro got me thinking.

Can someone explain why all spells and attacks don't draw aggro in the same fashion?

Because skill-shots have counterplay. Targeted spells didn't (other than CD and resource use).

because then it discourages early trading even more and laning phase would just be a farm fest
