New Swain cast times

I like the new Swain kit a lot, but why was the decision made to give his R a cast time? Would he be too OP if he'd retain his old feel and fluidity?

His new Q also has a weird, almost buggy, cast time. He sometimes just stutters when casting that thing. Not really a full regular cast time, just a tiny spaz that makes him feel really clunky.
