Fizz's playful trickster compared to Vladimir's W

So I wanted to get this out here and see what people thought, starting with Vladimir's Sanguine Pool CD without any CDR ruines stands at 24.7, Ok so not really a big deal, obviously it's quite high but it's sort of expected to be with a ability that can make you untargetable and a scaling mid laner that needs to have a decent laning phase to really be any good, but Fizz's playful trickster straight off the bat starts with a 15.2 secs, and unlike Vladimir, Fizz isn't a scaling champion and has burst potential straight away.

So obviously this has something to do with what there classed as, Fizz being a assassin mage and Vladimir being a scaling mid laner but don't you think 24.7 to 15.2 secs is a massive disparity especially since Vladimir cant really do anything until he has a few items behind him and Fizz is a instant threat??

I just think as annoying both ability's are you cant deny there purpose but maybe a little balancing, either Fizz E CD should be increased to kind of level it out or Vladimir should get a decrease on his W.

There isn't really any point in comparing skills in isolation.

Fizz's costs a lot of mana. Vlad's costs a lot of health, difference being he can negate his cost by building his normal items plus a natural sustain skill. He can also actively move around in any direction he chooses while applying an AOE damage and slow.His untargetability also lasts longer. He also gets naturally tankier by building damage so they don't want someone like that constantly pooling. At least Fizz can be pretty squishy.

Also Vlad has free poke in lane. Fizz does not. They don't want it on a low cool down so that when you finally can poke Vlad back or all in him, he doesn't always have a pool up.
