Buff Ryze

After the rework ryze sucks no point going him since his team fight is terrible plus his e cd is super slow.... its super easy to die with the new ryze and it makes no sense why you nerf him in the first place since there are so many stupid champions that need to get nerfed so stop being retarded riot and fix this shit
