Rework beginning items. Instead of just having 3 Doran's items, why not have more? Sure we have the Cull and the Black Seal, but those two items are rarely built. I think that aside from the existing jungle and support starting items, stating items could include one for tanks, marksmen, fighters, mana intensive mages, mana conservative mages, and assassins.
As well as more diverse items in the beginning, the late game items should be more diverse. Just 3 elixirs can be somewhat boring, and while they are all healthy and work fine having more could make late game more diverse and include more choice after you complete your full build.
I know that boot enchantments were removed, but I think that you should be able to do something more with your tier 2 boots. Boots should be more essential, but some marksmen don't even bother to build them. Maybe enchantments aren't the way to go, but maybe having each boot have an extra effect on tier 3 could be interesting. For example, cooldown boots could add extra mana, and attack speed boots could add lifesteal.
