SG Rakan and Xayah Questions and a little rant, sooo are they so low quality legendaries?

I would like to know why Star Guardian Rakan and Xayah are such low-quality legendaries? They have the old voice lines mixed with new voice lines, I will admit these skins are beautiful but it doesn't meet the legendary standard, the animations are hardly different with little spicy effects. I saw a rioter say you guys didn't have the fund however, you guy could have downgraded rather than overshooting your shot. I am super disappointed in these skin's mechanics and overall execution. Probably one of the lowest grade legendary skins out there, it's basically the same basic Rakan and Xayah with spin-off evil voice lines of their old ones. so many people on the community boards make so many good reasons to why these skins are awkward to use, I understand you guys wanted a twist on dark star guardians just why didn't you make them epics? Will you guys ever consider fixing them?
