Promos and why are riot rigs them?

So Riot tons of people fail promos every hour and sooo many people say how once we enter promos you match us with like players who are 6 division below us. is this true? i was on a 9 game winning streak and get to promos and as ashe at 14 minutes I was 5/0/1 90 cs and I still couldn't carry the almost shit players YOU GUYS match me with every fucking promo. Why is it we have to carry 4 plays to pass a promo? Is it because we get auto fill protect? if so turn that shit off. Back to gaining LP and yep winning games again lets see if 4th promo is the charm?
