singed is currently unplayable in high elo

Singed has one engage tool in teamfights: righteous glory + ghost +ultimate. He needs to pop these 3 so that he can speed boost to catch the enemy carry, so he can fling them into team. But if the enemy carry has even moderately good positioning (or a dash/jump/flash style ability), the enemy team has any cc, then singed is toast. Even if he somehow gets a fling off in a teamfight, he is completely reliant on his team blowing up the target after because he does NO damage when he's forced to build utility tank items. If he decides to build damage items, then he will get blown up way before he reaches the target.

He also has a reliance on going DFT in the mastery tree since CoC got nerfed, so he doesn't have tenacity anymore. How is singed supposed to catch up to any champion and reliably do damage to them when league is giving almost every new champion a gap closer ability or an escape ability (speed buff/dash/etc). Singed can stomp low elo because people there have terrible positioning and allow themselves to get caught by a champion with NO gapclosers in his kit, besides going really fast. However in high elo, people won't be out of position. Also, any good team will see you running in, cc you and blow you up, because you had to trade that valuable tenacity from the mastery tree for early game damage in order to stay relevant.

His passive is also extremely outdated. He gets a little bit of health back for building mana? Show me a viable singed build right now that involves building large amounts of mana! There isn't one.

Lehends cannot even stay in challenger with current singed, Ankan has dropped into diamond tier, and many other "pro" singed players are feeling the current meta absolutely wreck this champion. The new botrk shreds singed like no other and singed does no damage past 15 minutes in the game.

PLEASE: Give singed tenacity back on his ultimate, or fix his USELESS passive.
