How does the matchmaking works

(i don't know well english but i want to make this discussion) So how does the matchmaking works? If you get honored you get matched with better players of your elo? (means that they recently had a winning streak) And if you get reported for being toxic you get matched with worse players of your elo? (means that they got reported too and had some loosing streaks)
