Can Kennen have some of his power moved back to team fighting and away from bullying?

His kit has aged so poorly that he's no longer able to function as a strong team fighting champion, and is instead relegated to AFKing in lane and bullying melee top laners while hoping that his team wins the 4v4.

His average kill participation in solo queue is around 30%, while most juggernauts and other top laners are around 40%. If you look at his stats in the LCS, his kill participation is in the bottom 10 amongst top laners in every season. This should be a red flag.

He no longer has either the mobility or survivability necessary to flank and get good ults off. In most cases, he'll be burst or slowed before he even gets in range to ult, often forcing him to Zhonya with only a single champion at the edge of his ult. He just can't successfully get close enough to high priority targets, unless he has something like an Amumu to follow up on.

As a result, the only way to play Kennen right now is to AFK push top lane until your Flash is up, then join your team and try to make a play. If you fail to win, you go back to AFK pushing top lane until Flash is back up, because you can't do fuck all without it. This is not healthy design; champion kits should stand on their own without being completely reliant on summoner spells.

One obvious change would be to rework his E into something that has more mobility, but a much longer cooldown. This would give more room to interact with him in lane, while also potentially giving him a tool necessary for diving into priority targets.
