Veigar changes

After playing a couple games with the new veigar I have to say I like most of it. The Q skill shot is hard to get used too but its a pretty fun mini game once you get enough ap to farm. As for the E though... man this is a huge nerf. His stun was already kinda strange with the ring and was pretty easy to miss anyways. I have managed to stun 1 person total in 3 games with the new E. I would rather have it not change at all but if it does could we lower the delay as we skill up or something? and have it end at .25?
