something needs to be done about soraka
this is probably the worst in terms of balance she's ever been.
she's way too strong atm, there's not enough counterplay against her.

Statistically speaking, no, she's actually in an almost perfect place at the moment. I think she runs a ~52% win rate across most skill levels, she's very strong in some areas (lane sustain) while having some pronounced weaknesses (mobility).
My only real complaints about her are that her current kit doesn't have a viable build path for her listed mage secondary and actively penalizes you for building health.
If it were up to me, I'd give her a redesign-lite to address those issues, but she's not in a terrible place right now.
