The 22 seconds with 40% cdr is 13.2 seconds.
Small, tiny, itty-bitty nerf on cooldown, made up for in the extra 2 min duration. No more ganks on Teemo lanes, no warding ur own bushes cause you have to have sweeper.

Just did the math and unless I'm wrong, Teemo's max shroom count went from 24 shrooms to 38 shrooms. 38 glorious shrooms!!!
