The goals of a rework aren't to make more people play the champion, but to make the champion either better within their intended niche or make them better for the people that do play them.

Yorick, for example. His playrate didn't increase that much with his rework, but it's almost universally considered one of the best. Aatrox's rework isn't necessarily intended to broaden his audience (Although that could be a side effect), but to make him better for those who do play him.

wasn't aatrox played on Pro play on Europe? That is an advance at the very least. I saw him a lot on the jg after the game.

As someone who has played a ton of Aatrox both before and after the rework, the changes were a massive improvement to the champion by making him less snowball reliant and less vulnerable in lane. By making him scale better with health rather than AD, Aatrox became a far more reliable champion which is an absolute boon for people who play Aatrox regularly.

I like him a bit better now. His jungle is really bad then what it was, but top lane is fine. (I just have no idea why the hell his ult is still AP based?!!) -so dumb
