I would suggest Blitzcrank , Heimerdinger or twitch. (Just so u know, heimer's the most broken one :P) And blitz can be played top so u might want to try it :D

To be honest, I would save up 6300 for Zac. He is huge in the jungle, and can be taken top. But if you really want a 3150 champ. I believe Nidalee is that. She is a very high mechanical skillcap champion. But if you put in the time and energy to learn her, she is very good, especially with the HUGE buff she just got this patch. With this patch, it will allow her to go AD Nid top again.
