Towers, push advantage, and reinforced armor.

I'm thinking a minor Buff to Turrets Reinforced armor might be a good step in adding back to game time. I was thinking minion push should be removed but after further consideration I realize that it serves to provide gold to behind teams, it prevents the very far ahead team from being able to freeze lanes by making minions push farther to the behind teams territory. The minor problem is this tends to require people to split off as large minion waves present a threat to towers and can get the ahead team even more of a lead with some global gold or engage a uneven teamfight.

My buff proposition is that reinforced armor now requires minions present, and for a champion to damage the tower, to remove its % reduction. some buffs to item 3512 item 3060 might be needed as that change does hit them for 66% less damage. Anyhow this would make it so minions don't split push the game as hard when a teams gets a good lead. Thoughts?

Reinforced armor. The anti back door on towers. Unique Passive - Reinforced Armor: Gains 66.66% Damage Reduction (includes True Damage Reduction) when no enemy minions are in range for attack.

Minion push advantage. Pushing advantage The average level of your team minus the average level of the enemy team. Not total levels and not necessarily clean numbers, capped at 3.0. While your team has a level advantage, your minions deal bonus damage to enemy minions equal to 5% + 5% per turret advantage in their lane, all multiplied by your team's level advantage. Bonus damage = (5% + (5% × Turret advantage)) × Team level advantage While your team has a level advantage, your minions take reduced damage from enemy minions equal to 1 + 1 per turret advantage in that lane, with the turret advantage bonus multiplied by the team's level advantage. Damage reduction = 1 + (Level advantage × Turret advantage) Apart from that, if the difference in average levels is 3 or higher and the leading team has destroyed two or more towers more than the enemy in a single lane, their minions become Enraged: Their bonus damage is increased by a further 90%. The flat damage reduction is increased by 7 more points.
