Normal matchmaking

Howdy! Im here to ask about the matchmaking in league of legends, and what i've come to conclusion for myself is that it is horrible. For the recent games i have been against those who are above diamond rank. It might be normal for some people but not for me, why?... well thats because im only Level 28. I dont even have a rank yet but still im against some of the top players in this region. The link is a game i played when i met people that were in masters, diamond 1 and so on. My question is... how does the system even work? Im pretty sure no one wants to play against high elo players in a normal when you are not even lvl 30 yet. That concludes it for me... had to let out my aggression somewhere before i blew up. Thanks!
