Selecting Support as a Secondary, and the Illusion of Choice

Based on some anecdotal evidence from me and several of my friends, if selecting Fill or support as a secondary role in the current implementation of they dynamic cue system, invariably we end up playing as support. Given some thought as to how this may effect the player base, i.e. the distribution of player roles over time, it appears as though the support role would tend towards either pure support mains, or individuals selecting support for the sake of cue times knowing full well regardless of their primary or secondary they will play support.
This phenomena seems like it would tend to increase cue times in the long run since its implementation, by discouraging players who desire to play support as a secondary role from playing support at all. Thus the total number of games able to be created at a time should decrease.
As someone who enjoys the support role on occasion but does not want to feel locked into the role, is there any plan to alleviate this pressure? Or was this a design choice on your part?
I feel as though this system could be better handled in a probabilistic manner.
Example of a Probabilistic Solution: For example: If a player chooses to play role A as a primary and B as a secondary, the probability of being put into a Que for role A would some Value for all secondary roles.
