Villain passive

Instead of letting Garen chunk you down by doing MORE damage.. why doesnt the villain passive simply Reduce the amount of Damage that the villain does to Garen...

There has to be some compensation to such a counter qwin mechanic... or why doesnt the villain have the ability to do true dmg to garen if garen can do it to them...
