Jungle AI needs some attention

Just had a game ruined due to this wonky jungle creep ai aggro. My support took aggro of the big krug towards the end of the leash. He goes to lane and i'm saving smite because of an enemy blitzcrank. The krug chases him through the bush into bot lane between the two towers. I am unable to regain aggro despite attacking it; eventually it chases him far enough that it resets.

I then got to solo the krugs after having already taken 1/3 - 1/2 of my HP tanking it the first time. Had to back after clearing one camp and basically that ruins a jungler for the early game.

obviously we could have played it better with him making sure i had aggro before he ran to lane, but that's not the point. The jungle creep aggro feels totally weird and they often chase you far beyond their areas. I've had krugs and gromp specifically chase me into lanes and continue attacking me among minion waves.
