I feel like over half the champions need less base and more scaling damage(Ap/Ad).
Ekko was a obvious example, but there are so many other kits with base damages too high, which is why we're seeing juggernaut builds taking over.
I find this is more of a problem now that Rito has actually made some decent buffs to tanky items.

and more were released very strong or have been recently buffed. They offer plenty of damage and utility on their own, and that's why I think there needs to be a mass tweak of base and scaling damage to the majority of champs.
E.G. A point click damage ability on 6 sec CD that deals 270(+60% Ap), should probably deal 220(+70% Ap) instead. If they want more damage they can buy one of the many tanky items with bonus damage stats or passive, or build pure damage(Ap/Ad)
Building pure damage is becoming less viable on more and more champions.
Inb4, Let it be clear I'm aware many champions scale different/uniquely, and am suggesting these tweaks for the typical scaling champs.
Inb4x2, This mainly concerns kits that deal high base ability damage, not really basic attack/on hit focused kits.
