So, being the idiot that I am, I picked raka for a game not even knowing they had remade her. I spent the majority of that game crying about the %health cost added to her heal and doing a crap job of landing her new nukes. At this point I'm just wondering if it's worth learning her now. Is she a decent support?
If you can properly use her E-Equinox correctly, yes. It's now also a zoning tool with teamfight potential, and should be used more than just "silence this target once".
The only real problem is if your team relies on your heals, and continues to rely on them when your health is all used up.
grab some CDR and make it a mini game to get an assist on every kill in the game

I've actually been picking her back up. I've been racking up an actual winning streak with her and she just refuses to let her adc die. Best of all she is probably one of the best supports to have on your team with a Zed. Just throw a pool down and boom he is useless.
Overall New Soraka is pretty damn fun. Just learn the distance/Travel speed on her Q and you'll do fine. Its all in sustaining yourself.

Land her nukes. After that, I like her better than Sona.
The problem is your ADC usually either overestimates or underestimates your healing. They will go ham 1v2 and wonder where the spam heals were and die. Or they will play passively in lane and just let the enemy team take whatever favorable trade they want for free because Soraka appears useless. It's not that hard to land the Q though once you get used to its missile speed and using it when they go to CS or putting it behind them when they need to retreat. The AOE silence is pretty cool as well.
