League does not provide either of these. And currently the best option is using a third party voice client. This unfortunately is not available in solo queue games. At the same time there is an advantage for duo queue players who choose to use third party software to improve their knowledge of teams ultimate timers and other spells (they are now aware of 1/5 of the other players spell cooldowns, while all the other players in the game are only aware of 1/10). If teamwork is one of the main focus of league of legends games being more aware of our teammates current situations would improve the teamwork and map awareness in general for each player. If either ult timers or voice chat was available I believe it would ease the confusion in an otherwise difficult to coordinate situation.
