Pulsefire ezreal fly animation

Well, i bought this skin a while ago and it seems that isn't worth the money it costs, not because the skin sucks, but because i can't fully enjoy it every game. Look at Spirit guard udyr, when some of your skills get lvl 5 you get a fooking baddass loking when you activate it, that will happen around lvl 9, pretty soon and you gonna enjoy a lot of it's features every game. But PFE with his awesome flying animation you'll just see it when you are lvl 16, and if you are not incredibly fed and farmed , the current pace of the game won't allow you to reach this level most times, and when you reach lvl 16 the game is about to end and you didn't enjoy the skin as much as you wanted to... Can't riot just make this flying animation avaiable at level 6 or 11, or in the best case scenario, always avaiable? It's a 3250RP skin , and paying this price for a product you can't use everything it offers most times is pretty disappointing...
