Mainly built on AP tank so...why not buff it by add 10% cdr ?

Sun fire cape used to be better. They nerfed it year(s) ago. I think it's during the tank meta age where gasp of the undying is a huge meta. Fizz tank, ekko tank, akali tank, tanks everywhere because of this keystone. They nerfed some tank items along to try to balance it out.
We need an armor that gives cd that doesn't involve mana and 0 health. I would love it. Very hard to justify buying sunfire at the moment.
If it had Cdr it would just be the new go to armor item. Although I agree it needs a buff
Fizz and Ekko ruined it for everyone else.
The damage on the passive should scale with a small percentage of bonus health.
Alternatively, make it deal true damage and adjust the numbers accordingly.

And then I saw that Maokais are building Sunfire firstt almost every time. So apparently they know something in Diamond+ that we don't.
Prettymuch only good against 
I use the Cape on Garen when I go full tank. It helps me farm during the early game when I sacrifice attack damage for more armor.
Lets not buff tanks even more. Im seeing Rammus bursting squishies while building full tank.
