Why do I have such low FPS?

So I just bought Radeon RX 570 4GB (before I had Nvidia GT 330) and I am pretty sure I should get atleast 60FPS constantly. At the start of the game it is around 120, after minions spawn, fights start on lanes etc. My FPS drops under 60 pretty much all the time. And changing graphics options doesn't change anything, like literally having Very high (without shadows) or Very low (without shadows) makes me still get around 60.

My PC specs: Processor: I3 540 3.07GHz RAM: 4GB (I know it is low, but it hits the recommended specs) OS: Windows 10 Prof. 64-bit

I tried updating drivers, windows. Set gpu and windows settings to maximum performance. Re-installed League (Windows afterwards aswell). I pretty much tried everything I know and everything I found in here or YT videos. I do not care if the game looks bad, but I want constant 60 fps on 1920x1080. Sorry for bad English.

I think its the league problem after those 2 last patches fps drops so much

i have the same issue. i factory reset my laptop and reinstalled league but the issue persists. i find it helps when i vertical sync then click off vertical sync. my fps goes from 48 to 300 afterwords. unfortunately i have to do it at the beginning of every game. my ping stay solid at 23
