Should high elo players always expect 20-30 minute plus Normal queues?

Honest question to Riot about this.

I've spent closer to an hour, and probably will do two hours, each night in Normal queue waiting to find a match for 2-3 games. I'm not with a party or anything wild, just trying to have a normal match for fun.

I mean, I could always join the club by using a smurf and cheat the system, but I don't want to. I'd like to play on my only account in a reasonable amount of time. Your system will already throw me in with platinums and low diamonds, if not "anyone it can find" after 30 minutes. It's not uncommon to wait so long and then get dumped into a match with people who aren't summoner level 30.

It's not like it is Ranked, so ... why have the middleman with waiting so long?
