Why hasn't runic echoes had a simlar change as ludens echoes?

I would imagine a vast majority of AP junglers would prefer to have even 10 cdr, and frankly any reasoning that was/is given for ludens having its stats gets contradicted by runic being left unchanged. I think it can be said as a fact that AP junglers would prefer to have CDR too.
