Not sure if this belongs in Gameplay

In regards to name changes, there are some names are Riot reserved like Jinx, however some champions have been created prior to champion release so it does exist in someone's account. Take Illaoi for example, there exist a player with said IGN. That said, if said player who owns the IGN be inactive, will the name by automatically reserved by Riot once it goes past the time allotted for inactivity or would other players have a chance of sniping Illaoi? Also, for ex-Rioters, would using their names be considered impersonating a Rioter such as name changing to Tamat when that IGN becomes available.
