Riot has said that they plan on having an opt-in voice chat, but won't start work on it until the new client releases because they don't want to have to make it twice.
Iv'e asked for this sooo mannynynyny times, it would completely balance out dynamic queue in my opinion.
Think about it, no longer will the enemy premade have the advantage of voice com over your team now!
And if you don't want to hear voice, the you can mute it, just like every single multiplayer game has now a days xD

I wouldn't use it. But if enough of the community wants it, Riot should make an optional one.
I would have to deal with people flaming me for not joining voice chat though, but I am willing to put up with that.
