So... why does Jinx get 13 stacks of excited randomly...?

In one game I only killed like 2-3 things that got her excited and shes at 13 stacks. Today I killed a Inhib I think and then a Leblanc after and she was at 13 stacks. I only see this happen on occasion... thank you.
