Proposed change to Mordekaiser

With the new changes coming to mordekaiser soon, this would be the perfect time to fix mordekaisers problem of being the only champion with no mobility OR cc. What if mordekaisers ult stole a portion of the targets movement speed while the target was alive? It would help him catch up to his target to finish them off and obtain a ghost for his team. Discuss:
