Skarner Rework Suggestion 2:

For my second submission, we are going to take the better parts of Skarner's previous rework and the juggernaut one, and make a single, better overall kit with a different passive. In short:
- New Passive
- Redistribute bonus damage on stun, enforcing the sustained damage pattern, and replace it with mana restoration.
- Add base damage/values to his abilities that have none.
Passive: Crystal Venom Every 6/5/4/3 (levels 1,6,11,16) auto attacks, Skarner strikes with his tail, dealing bonus magic damage over 2.5 seconds equal to X% of the targets current health. While poisoned, the target also has Y% reduced (either attack speed or damage. Not sure which would be better/more balance-able)
Q: Crystal Slash- This will have the stats from the pre-juggernaut Skarner kit.
W: Base Shield value will be around 1/2 of the pre-juggernaut values, but will scale with health and AP like the juggernaut version.
E: Like his current E, but without the slowing missile speed, and instead of bonus damage, restores mana (flat value + %missing).
R: Like the current R, but also applies new Crystal Venom to target upon dealing damage the second time. Slightly higher base value.
