Move Speed Mechanics. Balance Suggestion

I suggest introducing more flat move speed value items/abilities and ability adjustments. The main reason move speed items are so hard to balance is because of the variability of champion move speed. At the lowest we have champions like nautilus and ashe with 325. At the highest we have champions like pantheon and yi with 355.

In worst case scenarios we have yi and hecarim running around with zero respect for the enemy team because of their ability to either sneak through or disregard enemy abilities entirely. In normal cases we have zeds and talons showing zero mercy applyining thunderlords procs faster then we can say thunderlords procs.

My point being is that we're in both a mobility and power creep in league of legends and one of the main culprits for that is percent move speed. I strongly feel that if the game were to permit more flat move speed value stats instead of percentage ones then this game would have much less of a nightmare balancing champions in general. It goes without saying that Move-Speed percentage synergizes extremely well if not all too well with itself.

I think Dead Man's Plate was a step in the right direction but is a little too powerful with the flat defensive stats it provides but was definetly a step in the right direction. It would at the very least be nice to have an offensive option other the Youmuus available with comparable values.

Let me know what you think. I'm personally sick of tier 3 dragon and every item build path nearly REQUIRING some sort of move speed value put into it just because of how absurdly relevant it is at the moment.
