Because it's named as (as so many players know) after mercy killing. And is a bit of a trolling name for a passive as it's also meant to be ironic.

Because "Mercy" gives bonus daamge to enemies with impaired movement, so they are most likely stunned, crippled, slowed etc. so he is putting them out of their misery
