Riot I have a question to ask you about reworks.

How is the rioter in charge of them decided? Do they volunteer or is it assigned to them? This has just been bugging me for a while. How much creative freedom are you all allowed to have with reworks.

Guys please don't downvote me. I really want them to see this and hopefully get some answer on this process. If it has already been explained, then please forgive me and please tell me how it is done.
